DevelopmentOaks at Moore's Creek II
Oaks at Moore's Creek II is a new construction project comprising 15 single-family dwelling units. The project is a P3 (public-private partnership) between ETWDC and the Fort Pierce Redevelopment Agency intended to provide homeownership opportunities for first-time homebuyers. The FPRA donated the 3-acre parcel of land and made the infrastructure improvements. ETWDC is responsible for all the site platting, vertical construction, as well as marketing and screening the eligible homebuyers.

About the Project
Oaks at Moore's Creek Phase II is a public-private residential development project being undertaken by the Fort Pierce Redevelopment Agency (FPRA) and East to West Development Corporation (ETWDC). The single-family units will be quality new construction built by Stuart & Shelby Development, Inc., a General Contractor with over 25 years of experience building in South Florida.
Located in the Lincoln Park district, this project is a quarter mile south of the historic Means Court Center (slated for mixed-use revitalization), one block north of historic Avenue D, and near the Historic Lincoln Theater.

Income limits are per the Florida Housing Finance Corporation SHIP and HHRP Programs.

DevelopmentThe Rock
A 72-unit permanent supportive housing project targeting primarily Transition Age Youth (TAY) between the ages of 16 and 25, earning up to 60% Area Median Income. The project includes on-site supportive services such as financial literacy, employment readiness, and other social development services, provided by Valley Oasis. Housing units are modular in design but clustered in small pods, allowing residents to live independently while retaining a sense of community. The development also includes 2.5 acres for an operational farm, giving tenant youth an opportunity to learn the agriculture industry and its ties to the growing culinary arts industry.

Phase II of the project included a mixed-use component comprising 47 rental units and over 100,000 sf of commercial space earmarked for area small businesses. The Developer of this project was Hannibal Square Community Land Trust.

- Phase I was about 30% complete when the GC was unable to secure updated P & P Bonding required by the Agreement. Project is currently on hold.
